The Certified Paralegals & Legal Researchers Training Center, Inc. (CPLR, INC.) has been incorporated by practicing lawyers, law graduates, law professors and seasoned paralegals for the purpose of launching seminars, training programs and certification programs designed to equip enrollees with the proper knowledge, understanding and skills in law and in legal and court processes in preparation for their employment as legal secretaries, legal assistants or quasi-legal professionals in law firms, legal departments, and other law-related jobs not only in the private sector but also in any agency of or office in the Philippine government. The goal also includes the provision of the best pre-law experience for law enthusiasts planning to undergo legal education and to assist in their lifelong learning journey.
CPLR, INC. is the first-ever institution in the Philippines with paralegal certification and affiliation. While giants in this field like the University of the Philippines (UP) and the Villasis Law Center (VLC) also conduct paralegal trainings, it is only CPLR, INC. that maintains a roll of affiliates that enjoy certain affiliation benefits such as but not limited to free and/or discounted perks such as seminars, notes, and other forms of learning experience.
ACCREDITATIONCPLR, INC.’s corporate purpose of conducting seminars, trainings, and certification programs and its objective of admitting affiliates have been approved by the Securities and Exchange Commission (SEC) under Registration No. 2023070108599-01.[1] Its roster of program consultants includes lawyers engaged in court litigation and those who teach as law school professors.
While the Supreme Court (SC) regulates the practice of law (the profession of lawyers or licensed attorneys) and the Legal Education Board (LEB) regulates law schools, CPLR, INC.’s corporate authority flows from the state imprimatur granted by the SEC and it relies on the caliber and experience of its lawyer-lecturers in the field of litigation and legal education.
CPLR, INC. does not require any license or authority from the Civil Service Commission (CSC) because it is presently not a Continuing Professional Development (CPD) provider. Nonetheless, CPLR, INC.’s trainings and programs may be considered informal or nonformal learning activities within the purview of Section 3 of Republic Act (RA) No. 10912, also known as the Continuing Professional Development (CPD) Act of 2016.
Currently, the programs offered by CPLR, INC. are not affiliated with or connected with any foreign accreditation or foreign institution. Considering that these programs are designed for and around Philippine procedural and substantive laws, an affiliate or fellow of CPLR, INC. is not expected to be proficient in paralegal or legal research work abroad.
CPLR, INC. does not require any license or authority from the Professional
Regulation Commission (PRC) because the paralegal profession, the legal
research profession and other allied quasi-legal professions are not
regulated by law or any licensure examination. Also, no license or authority
is required from the Commission on Higher Education (CHED), the Technical
Education and Skills Development Authority (TESDA), or the Mandatory
Continuing Legal Education Office (MCLEO) because paralegal and legal
research functions are not within or under the jurisdiction of any of them.
