ATPA LINK - APPLICATION TO TAKE PROFICIENCY ASSESSMENTS

This is a page for those currently enrolled in any CPLR, INC. program. It has four (4) sections:

  1. General details to be used in the passer's poster (if passed);
  2. 2x2 photo and specimen signature upload for your affiliate's ID (if passed);
  3. Terms and conditions of affiliation; and
  4. Proof of qualification (college student; college graduate; or, for the Certified Junior Paralegal (CeJP) program, senior high school student).
In the FIRST SECTION, you will be asked the following:
  1. Your program and batch (e.g. CePL Batch 12 or CeRS Batch 7);
  2. Your full name to be reflected on your certificate, ID and notice of exam score (if any);
  3. Your enrolled email address;
  4. Your active mobile number;
  5. Your top five (5) current/present titles, designations or professions to be used in the passer's poster (if passed);
  6. Your complete address for mailing purposes;
  7. The name of your university, school or college to be used in the passer's poster (if passed); and
  8. Your current major, course or specialization to be used in the passer's poster (if passed).
In the SECOND SECTION, you will be asked to upload the following:
  1. A clear digital copy of your formal-type 2x2 photo; and
  2. A clear digital copy of your specimen signature (e-signatures are allowed).
In the THIRD SECTION, you will be required to affixed your conformity to the terms and conditions of affiliation with CPLR, INC. Please see the full terms and conditions in the CPLR, INC. FAQ. You may also see its reproduction below.

In the FOURTH SECTION, you will be required to upload proof of your college enrollment or college graduation. For the CeJP Program, you will upload proof of your senior high school enrollment. Such proof may be an official transcript of records (OTR), a school ID, a certificate of enrollment, an official registrar's assessment, a diploma, etc.

TERMS AND CONDITIONS OF AFFILIATION
  1. The affiliation applicant (enrollee), through the Application to Take Proficiency Assessments (ATPA)  expresses his/her intention to take the proficiency assessment for the certification program applied for, offered by CPLR, INC.. Such application and assessment are with the purpose of becoming an affiliate of CPLR, INC. Submission of the ATPA form means conformity and shall constitute as electronic signature.
  2. Affiliation application through the ATPA form is pursuant to the enrollee-applicant’s freedom of association under the 1987 constitution and subject to the standards of CPLR, INC. as the professional organization that admits professional affiliates (also known as “fellows”).
  3. The passing grade is 75.00%. The applicant’s score will not be publicly announced and will be reflected on the official notice of exam score. However, if you are one of the topnotchers of your batch, your grade will/may be announced.
  4. A successful applicant (passer) will be conferred the affiliation certification applied for, with an affiliation identification (A-ID) card; otherwise, an applicant will be entitled to a certificate of attendance (did not take exam) and/or of completion (took exam but failed), as the case may be, upon request and payment of administrative fees. Both passers and non-passers will receive a notice of exam score.
  5. A successful applicant will be allowed by CPLR, INC. to use as professional postnominal affiliation title the designation applied for (e.g., JUAN R. DELA CRUZ, CePL, CeRS) as an official recognition of his/her professional affiliation or fellowship with CPLR, INC. This is in the same way that physicians who are members of a professional organization may use, for example, “FPPS” as postnominal title if they are members of the Philippine Pediatrics Society, Inc.
  6. A successful applicant will be admitted as affiliates of CPLR, INC. and will be entitled to the rights and privileges and subjected to the obligations of an affiliate as may be set by CPLR, INC.
  7. Affiliation is valid within two (2) years from issuance. All certificates and A-ID cards issued by CPLR, INC. shall remain to be under its ownership in perpetuity throughout the universe.
  8. For renewals, retraining with assessment is required, upon payment of renewal fees. Those with two or more professional affiliation designation titles are allowed to renew only one of them or the highest one, if any. The renewal window is the last sixty (60) days of the period of affiliation. 
  9. Failure to pass the renewal assessment will lead to an oral proficiency assessment. Failure to renew within six (6) months from expiry will remove the good-standing status of an affiliate, to be reflected on the official records of CPLR, INC. Failure to renew within the 6-month period from expiry will prompt the de-affiliation process, requiring him/her a written explanation within five (5) days from receipt of notice. Whenever proper, s/he will be de-affiliated and will be required to surrender the original copies of his/her certification/s and a-id card/s. De-affiliation shall affect all levels of an affiliate’s certification, even lifetime certifications.
  10. Requests for certificates or A-ID cards shall cost php500.00 for shipping and other administrative fees.
  11. Use of the conferred designation shall be for lawful purposes only and the affiliate frees CPLR, INC. from any liability arising from the unlawful, improper, damaging or otherwise injurious use of the same. In other words, unlawful use of the conferred designation shall be borne solely and exclusively by the erring affiliate.
  12. An affiliate shall be bound the following code of ethics: not to practice law unless already a lawyer; not to take advantage of his/her knowledge and understanding of legal processes to the disadvantage of others; not to injure or harm others; to act with justice; to give everyone their due; to observe honesty and good faith; to obey the laws; to uphold the designation with honor and excellence; to protect the prestige of the designation and the name of CPLR, INC.; to acknowledge and give respect to the designation and competence of co-affiliates; to act, in all aspects of life, with high regard for justice, equality, peace and public order; and, to support the activities and programs of CPLR, INC.
  13. An affiliate shall pay no annual dues.
  14. Violation of any of those written here or future reasonable regulations shall cause the cancellation of affiliation.
  15. The applicant consents to the processing and use of his/her data submitted to CPLR, INC. and, in case of success in the proficiency assessments or for any reasonable purpose such as those to inform the public, for the public posting of his/her name, designation/s, school/s, picture/s, city and province, achievement/s and such other data necessary to make such or similar public announcements. CPLR, INC. shall not sell or otherwise profit from any of said data but is entitled to use the same for its own marketing purposes.
  16. Applicant, enrollee or affiliate has read all, agrees to, and shall keep himself/herself updated with the contents of the CPLR, INC.’s website at www.cplr.ph, including future reasonable amendments, without need of further notice.
  17. In case of cancellation of affiliation, failure to return or surrender the certificate of conferment and/or the A-ID card within thirty (30) days from electronic sending of notice shall entitle CPLR, INC. to liquidated damages in the amount of php480,000.00, in addition to other damages CPLR, INC. may be entitled to under the law. CPLR, INC. and the applicant, enrollee, or affiliate agree that the said amount of liquidated damages is a reasonable computation based on the regular rate of enrollment, multiplied by one hundred (100).
